The project: Market Assessment of payroll providers and recommendation of optimal payroll delivery model for BC to support business case for fully outsourced payroll
British Council are in the process of implementing a new HR system across the Globe, and have been advised to review their payroll platform following a recent audit. Whilst BC has over 10,000 employees, they are diversely spread across the Globe making it difficult to have a single view of all countries in terms of regulation and compliance. The spread also makes it difficult to find a single payroll provider across the organisation.
BC has three main objectives:
- Standardise payroll systems and processes
- Enable centralised reporting
- Integrate to Global HCM system
We carried out an initial market assessment to understand the options available in the marketplace and the high level costs involved with implementing a fully outsourced solution to a single aggregated payroll provider. This enabled us to make some recommendations as to the potential solutions available to BC enabling them to build a business case and supporting RFP materials to get sign off internally before going out to market.
The recommendations covered:
- Current payroll process analysis
- Current Supplier vs Future Projected supplier costs
- Project implementation costs
- Future operational model
- High level phased roll out plan.
The market analysis and recommendations enabled BC to put together a business case to take back to the business. Once approved, they have the information available from the recommendations to enable them to go the market for a full RFP supplier and selection process.
